Civil Engineer – Water
This full-time position reports to the Engineering Manager and is located at the Ed Fischer Operations Center, 8600 NE 117th Avenue, Vancouver, WA 98662. The work schedule is Monday through Friday, 7:00 a.m. to 4:00 p.m.
WHAT YOU WOULD DO:
- Lead the development review process, perform and oversee plan reviews for private development projects
- Coordinate water utility work for road construction projects with County, State and local jurisdictions
- Oversee internal design staff to develop approved plans, specifications and estimates for bid and construction
- Prepare Requests for Proposals/Qualifications, lead evaluation team, make recommendations
- Review and prepare scopes, budgets, and schedules, plans, specifications, estimates, and track changes
- Manage projects related to production, distribution, treatment and storage of potable water
- Coordinate with jurisdictions and other utility agencies for compliance and permitting
- Collaborate with project stakeholders, gain input to inform design decisions
- Provide support to construction staff, attend meetings, review submittals, RFI’s, change order requests, and design changes
- Provide support to water operations staff in the day-to-day operations of the water utility
- Manage agreements related to projects, assist with planning, land acquisition, and asset management
- Collaborate with staff and other departments
- Maintain engineering files
- Take part in on-call duties working after hours and on weekends
QUALIFICATIONS:
- Bachelor of Science Degree in Civil Engineering or related field required
- Professional Engineer in the State of Washington and registered as qualified Civil Engineering
- 4-years of progressive work experience as an engineer with capital project experience
- Technical knowledge of potable water transmission/distribution systems, storage, pumping, and control systems
- Experience in design of distribution and transmission mains preferred
- Additional studies in hydraulics, modeling software, and construction management preferred
- Excellent organizational skills including ability for self-direction, lead technical staff, and collaborate as a team
- Ability to work collaboratively with key business stakeholders to address common goals
- Demonstrated proficiency in MS Office Suite, software used for engineering design and review
- Strong written and oral communication skills with ability to articulate complicated subject matter

Employees will also receive eight hours of vacation leave and sick leave every month and twelve paid holidays throughout the calendar year.
SALARY:
Employees are compensated within the established salary range. As skills, experience, and sustained performance grow, pay may progress within the range over time, with the midpoint serving as a general reference point for employees who demonstrate full proficiency in the role.
