Description
Plainfield is a prosperous and bustling Village, located 35 miles southwest of Chicago. Easily accessible, the Village is close to several interstates and state highways making it an excellent place to live, own a business, or simply spend the day shopping and dining in our historic downtown.
Downtown Plainfield, which is the heart of the community, is a vibrant, pedestrian-focused destination for shopping, dining, and entertainment. Each year, the downtown area is home to several special events including Plainfield Fest, classic car nights, movies, and concerts. Plainfield is also home to the Lake Renwick Heron Rookery, numerous historic districts and landmarks, a wonderful park and trail system, and the DuPage River which provides numerous outdoor recreational opportunities.
The Village of Plainfield is looking to hire a full-time Superintendent for our water division. The job duties of this position require the individual to direct and coordinate the activities related to the installation, maintenance, repair, expansion, and relocation of water transmission and distribution throughout the Village.
ESSENTIAL FUNCTIONS:
Personally, or through subordinate supervisors, oversee crews engaged in :
Installation, maintenance, repair, expansion, and relocation of water infrastructure (mains, storage tanks, booster stations)
Responds to JULIE locate requests to identify and protect Village assets.
Develops annual budget and annual goals and objectives for Water Division. Develops programs for accomplishment of goals and objectives, monitors accomplishment, monitors expenditures, and modifies programs as necessary.
Plans, reviews, and schedules maintenance, repair, and minor construction work; maintains records of work; supervises and inspects work activities to ensure that schedules are met, and that work is performed in a safe, efficient manner and in accordance with standard operating practices and procedures.
Administers outside service contracts, including budgeting and pay requests, related to water distribution, and procures needed services and supplies.
Inspect, or delegate inspections of, field projects for adherence to specifications.
Ensures EPA compliance by evaluating operational reports and data, implementing necessary operational changes, preparing and submitting reports, and maintaining all permits and logs.
Review EPA permit applications and development plans for compliance with Village standards and system specifications.
Prepares memos for the Village Board and Public Works Director regarding purchasing and other division needs.
Responsible for assessing new materials, tools, and equipment and making procurement recommendations.
Receives citizen complaints and requests; investigates complaints; plans necessary work; estimates time and materials; assigns crews to perform the work.
Responds to requests for information and assistance from citizens, other Village departments, and outside agencies and organizations.
Collaborate with members of our other departments (Building, Utilities, other Public Works divisions) to coordinate activities and inspections.
Maintains a safe work environment for employees; assists in the development of safety standards and procedures; instructs employees on safe work procedures.
Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of water distribution, storage capacities, treatment capabilities, maintenance, and sourcing of supplies.
Aids in preparing and participating in public presentations, open house events, and other related events as required.
Participates and attends Village Board and committee meetings as required.
Works with other divisions to assist in snow and ice removal when necessary.
SUPERVISORY RESPONSIBILITIES:
Manages a unionized crew of a Crew Leader and 4 full-time employees. Responsible for the overall direction, coordination, and evaluation of this division. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience
Bachelor’s degree (B. A.) or equivalent from four-year college or technical school with an Engineering, Environmental Science, Chemistry, Water Management, Industrial Systems, or related focus and five years of responsible experience in water system maintenance or construction work; where at least three years have been in a supervisory capacity; or equivalent combination of education and experience.
Language Skills
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Mathematical Skills
Ability to calculate figures and amounts such as proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
Reasoning Ability
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
Computer Skills
To perform this job successfully, an individual should have knowledge of Database software, Spreadsheet software, and Word Processing software.
Certificates, Licenses, Registrations
Successful applicants must possess and maintain a Class “C” Water Plant Operators license as issued by the IEPA and a current and valid Class "B" CDL, or above, Illinois driver’s license.
Other Qualifications
Applicant must be available for 24-hour emergency call out. Applicant must be able to pass a pre-employment physical, drug test and background check. May be required to assist other divisions in emergency situations.

While performing the duties of this Job, the employee is regularly required to use hands to finger, handle, or feel; talk or hear and taste or smell. The employee is frequently required to walk and reach with hands and arms. The employee is occasionally required to stand; sit; climb or balance and stoop, kneel, crouch, or crawl.
The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

STARTING SALARY
Starting wage is dependent on experience and qualifications. The position has a pay range of $109,708-$148,105 with an anticipated starting salary of $109,708-$128,907.
