Hiring Range: $31.47 - $34.62 per hour, depending on experience/qualifications.
Work Schedule: Generally, Monday-Friday from 7:00 AM to 3:30 PM; with some evenings, weekends, and holiday events as needed. On-call scheduling will occur, as required, and after-hours meetings and problem resolution.
NATURE OF WORK
As a member of the Public Works – Utilities Division, this position performs professional and lead duties supporting the operation and maintenance of the Town’s water distribution and wastewater collection systems. Responsibilities include directing staff in the safe and efficient use of equipment and procedures to clean, repair, and maintain system infrastructure. The role also oversees meter infrastructure for approximately 10,000 customers, responds to customer inquiries, and supports systems that include nearly 200 miles of water mainlines, two storage facilities totaling a combined 5 million gallons, 150 miles of wastewater pipe, and five lift stations. This is a working leadership position that also serves in a lead capacity during snow and ice removal operations.

SUPERVISION RECEIVED
Individuals work under the direct supervision of the Utilities Supervisor to carry out assigned duties, functions, roles, and projects in both routine and complex circumstances.
LEADERSHIP & SUPERVISION EXERCISED
Directly leads the daily field operations of all levels of water distribution and wastewater collection Utility Technicians.
ESSENTIAL JOB FUNCTIONS
The individual in the Water and Wastewater Lead role assists in assigning specific assignments, job duties, scope, authority, responsibility, roles, and requirements as determined by the Town, Department, Division, and pursuant to laws, regulations, and practices. Individuals in this position must be able to successfully perform, be responsible for, and/or assist in the fulfillment of many job functions and duties with or without reasonable accommodations.
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive:
- The Water and Wastewater Lead is responsible for ensuring a high level of professional public maintenance services to the community, by directly supervising and leading the Utilities Division crews’ daily operations in the field, which includes all levels of Utility Technician employees. The Water and Wastewater Lead may also work with Inspectors, Equipment Operators, Maintenance Technicians, and Seasonal employees from other Departments and Divisions as required/needed.
- Assists and collaborates with the Utilities Supervisor in the scheduling of employees, assigning work on a daily, weekly, and monthly basis, and monitors progress; guides, trains, and develops employees in the accomplishment of their duties and professional growth; makes recommendations regarding hiring, promotions, discipline, termination and the advancement of Division staff along with addressing complaints and problems promptly.
- Directly leads the daily field operations of all levels of Utility Technician employees including water distribution and wastewater collections system installation, repair, and maintenance; water meter installation, repair, testing, maintenance, and water meter reading; sanitary sewer jetting and video inspections; while operating various types of heavy equipment, machinery, and tools in a safe and efficient manner to perform routine tasks to clean, repair, and maintain the water and wastewater systems, and associated infrastructure in other areas within the Town of Windsor.
- Directly leads routine inspections of the water and wastewater machinery & equipment, including various-sized types of pumps, valves, flow monitoring equipment, and other associated equipment; to identify deficiencies and safety hazards; recommends and implements projects and repairs to remedy the deficiencies.
- Directly leads, develops, and manages preventative maintenance programs for the entire water distribution and wastewater collection systems. Coordinates with water and wastewater maintenance crews to ensure timely completion of corrective and preventative maintenance aligned with process goals and determines next steps and action plans if necessary. Accurately maintains documents related to preventative maintenance programs and makes recommendations, implements, and promotes safe working habits.
- Directly leads the activities of water and wastewater crews to provide customer service response, answers questions and provides information to the public, investigates concerns or complaints, and recommends necessary action to resolve issues respectfully and professionally; works effectively and in a professional manner with the Town’s Utility Billing Division.
- Directly leads the underground locate service requests of the PW department, other sections within the Town, and outside agencies by planning, coordinating, scheduling, and aligning internal resources to complete the work.
- Monitors and evaluates operational key performance indicators (KPIs) related to water distribution and wastewater collection process efficiencies. Recommend and implement adjustments based on KPI trends.
- Mentor, develop, and train operators based on skill gaps and lead individualized training opportunities when needed. Also ensures that Utilities Division employees and all other town employees are trained in the safe and efficient operations of machinery, equipment, processes, and operations of Utilities Division equipment.
- Assists the Utilities Supervisor in appraising the performance of subordinate personnel during annual performance evaluations that clearly define expectations. Assists in documenting performance highlights and provides regular feedback to employees.
- Assists the Utilities Supervisor in the development of the Utilities Division’s annual budget and five-year plan, forecasts additional staffing, equipment, materials, supplies, repairs, and capital improvement projects. Monitors the approved budget to ensure projects are done within the confines of the implemented budget.
- Contributes to the design review and implementation of capital upgrades. Provides directions to engineers, consultants, and contractors in terms of confirming contract details, making needed changes, providing operational feedback, and answering questions according to Town guidelines.
Assists Utilities Supervisor in oversight and participation in Backflow and Cross Connection Program compliance testing, reminders, and water shut-off letters to ensure communication is completed in a timely manner.
- Assists the Utilities Supervisor in maintaining organized records for audits and inspections by CDPHE. In addition to coordinating and leading compliance testing and sampling.
- Assists Utilities Supervisor and Water Systems Superintendent in timely and accurate submittal of CDPHE regulatory reports.
- Directly leads industrial pretreatment site inspections, documentation review, and sample collection in compliance with local limits and enforcement response plans.
- Provides support to the Utilities Supervisor in areas of expertise, facilitating troubleshooting and knowledge transfer.
- Participates in after-hours and weekend on-call rotation and acts as the primary contact for emergency process decisions when not directly on-call.
- Assists the Utilities Supervisor in coordinating after-hours and weekend response plans, including on-call team assignments, and reports to the work site to lead during emergency events such as water main breaks, water service leaks, sanitary sewer backups, and flooding situations.
- A part of the Snow management team who oversees snow and ice operation tasks in plowing, removing, and hauling snow and ice, along with applying deicers to streets and roads. Performs lead work, assisting and guiding crews as necessary.
- Maintains confidentiality of sensitive management and department/division information.
- Assign and track daily assignments and tasks with the Utilities Supervisor to ensure the completion of daily tasks, which are input into Cartegraph.
- Supports a culture of two-way dialogues and ensures Utilities Division employees receive timely and relevant information.
- Attends and participates in professional organizations to stay informed of industry innovations and new technology.
- Encourages recommendations from staff on operation and maintenance procedures and equipment needs.
- Creates an inclusive environment by acknowledging the differences, perspectives, and ideas of others.
OTHER DUTIES
Depending on organizational need, additional duties may include the following:
- The Water and Wastewater Lead position is part of the snow removal program, which includes scheduled on-call responsibilities typically during the months of October to April. The Utilities Lead is required to review and acknowledge the Snow Guidelines annually.
- The Water and Wastewater Lead position participates in the Shared Fleet Vehicle Program, which requires an annual motor vehicle record check.
- Performs related duties as established by law/ordinance or reasonably directed by the town.
- Pursues continuing education and certification requirements in order to remain abreast of current methods and procedures.
- May participate in Town employee committees, special projects that are directly or indirectly related to essential job functions, or assignments as required.
- Assists other Town departments/divisions, as necessary.
KNOWLEDGE, SKILLS & ABILITIES
- Considerable knowledge of water and wastewater operations methods and administration.
- Considerable knowledge of the equipment, facilities, operations, and techniques used in subordinate work units.
- Strong knowledge of practices and procedures of utilities maintenance operations.
- Advanced knowledge of and experience working with a variety of water and wastewater equipment and materials.
- Working knowledge of Town personnel rules and policies.
- Working knowledge of the Public Works department and maintenance procedures, construction techniques, heavy equipment operation, water and wastewater infrastructure composition, and hand and power tool usage.
- Knowledge of the policies, procedures, and goals of the division, department, and the Town of Windsor.
- Knowledge of the principles and practices of public administration, including organizational development, management, budgeting, employee supervision, and training.
- Skill in reading and correctly interpreting construction drawings, specifications, and plans.
- Skill in understanding and responding to customer needs, establishing and maintaining effective working relationships with employees, the public, and other agencies.
- Skill in the operation of staff vehicles and pickup trucks as required for travel in this position.

EDUCATION, EXPERIENCE AND FORMAL TRAINING
- Minimum high school diploma or equivalent.
- Coursework in leadership and management from an accredited technical institute, college, or university; in public administration, construction management, environmental sciences, or a field closely related is preferred.
- Four (4) years of increasingly responsible experience in water and wastewater operations and maintenance, Public Works, and/or progressive advancement through successive levels of water and wastewater operator certifications.
- An equivalent combination of training and experience provides evidence that the applicant possesses the required knowledge, skills, and abilities to perform the essential functions of the job.
LICENSES OR CERTIFICATES
- Must possess and maintain a valid Colorado Class B Commercial Driver's License that meets the Town of Windsor’s standards, or have the ability to obtain within one (1) year of employment
- Must possess and maintain a Department of Transportation Medical Examiner’s Certificate
- Must currently possess Colorado Class 2 Water Distribution Operator certification with the ability to progress and earn Colorado Class 3 Water Distribution Operator certification or the ability to obtain within two years of employment
- Must currently possess Colorado Class 2 Wastewater Collections Operator certification with the ability to progress and earn Colorado Class 3 Wastewater Collections Operator certification, or the ability to obtain within two years of employment
- Ability to obtain a Level D Water Treatment certification
- Ability to obtain ASSE or ABPA Backflow Tester certification
- APWA Rocky Mountain Public Works Institute, or the ability to obtain
- Colorado LTAP Supervisory Skills & Development Program, or the ability to obtain
- FEMA Training Certificates: 100, 200, 700, and 800 obtained within two (2) years of employment.
- Flagger certification or the ability to obtain within three (3) months of employment.
- CPR/1st Aid certification within three (3) months of employment.
MATERIALS and EQUIPMENT USED
Materials and equipment used include, but may not be limited to the following:
- Equipment: Position requires the use or assistance of various equipment, including pickups, trailers, toolkats, vac trailers, sewer jets, portable pumps, trash pumps, saws, pumps, compressors, sanders, common hand and power tools, shovels, rakes, brooms, and wrenches. Inspection and testing equipment such as locators, manhole hooks, hand tools, and ladders. Specialized equipment, including air tools, torch equipment, and other specialized light-duty power equipment. Operate staff vehicles, refueling stations, electric car charging stations, fluid dispensing systems, wash facility & equipment, two-way radios, computers/tablets/other digital equipment, calculators, copiers, printers, fax machines, and telephones.
- Materials: Position requires the use of weed chemicals like herbicides. Fuels, oils, lubricants, adhesives, degreasers, grease, refrigerants, antifreeze, and cleaning supplies. Paints, sealers, lacquers/thinners/solvents, epoxies, concrete/cement, dirt/backfill, sand, road base, gravel, chemicals used in the treatment process, laboratory chemicals, and other materials as needed.

The physical activities of this position include, but are not limited to, the following: climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions.
The physical requirements of this position are considered Medium Work, exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
The employee is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication of parts at distances close to the eyes.
The employee may be subject to the following environmental conditions: inside, such as an office setting; outside, with little to no effective protection from weather; extreme cold, typically below 32 degrees for periods of more than one hour; extreme heat, temperatures typically above 100 degrees of periods of more than one hour; noise and vibration.
The employee is subject to hazards, including a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat, or exposure to chemicals. The employee frequently is in close quarters, crawl spaces, shafts, manholes, small, enclosed rooms, small sewage and water line pipes, and other areas which could cause claustrophobia.
This position is considered safety sensitive because the individual must operate a commercial motor vehicle, as a regular function of his/her daily job duties.
