About YCUA

The Ypsilanti Community Utilities Authority (YCUA) was formed in 1974 when the Charter Township of Ypsilanti and the City of Ypsilanti combined their respective water departments. YCUA has grown to become a regional provider of water and/or wastewater services to portions of eastern Washtenaw and western Wayne Counties. The estimated population within the YCUA service area is about 328,000 people.

About the Position                                                                             

The Foreman is responsible for supervising employees in the day-to-day operations of the Wastewater Treatment Plant, including organization of daily work assignments, determining cause and response to plant malfunctions, and maintenance of records for the operating/maintenance/repair crews.

Essential Functions

• Manage and supervise activities of the wastewater operators to achieve goals within available resources
• Plan and organize workloads and staff assignments
• Provide leadership, coaching and support to wastewater operators
• Train, motivate, and evaluate assigned staff; review progress, direct changes, and implement corrective action as needed
• Coordinate equipment and supply needs of staff
• Inspection of equipment and facilities
• Responsible for maintaining maintenance, repair, and operation records of wastewater treatment plant
• Responsible for the maintenance of the shift log of operations and reports plant operation conditions to the succeeding shift and supervision
• Analyze operating records, instrument readings, and laboratory test results, and determine needed adjustments in operations
• Responsible for estimating time and materials needs for assignments
• Coordinate Department activities with other shifts, departments, contractors, and agencies
• Analyze and evaluate equipment, operations, and maintenance functions
• Assure standards are met by the Department
• Determine need for skilled mechanical, electrical, etc., maintenance services
• Maintain communications and relationships with subordinates, supervision, vendors, and the public
• Assure safe operating conditions for assigned tasks
• Related duties as required to meet to objectives of the Occupational Summary
• May cover job duties of the other Foremen positions in the departments during their absence

Requirements

• Graduation from high school or vocational school supplemented by continuing education credits applicable to MDEQ certification programs   
• State of Michigan C Wastewater Operator License required, must obtain State of Michigan B Wastewater Operator License within 36 months
• Obtain Industrial Stormwater Operator certification from Michigan Department of Environment, Great Lakes and Energy (EGLE) within six months of completing probation
• Possession of a valid Michigan Motor Vehicle Operator’s License
• Five years of public works experience (three of which must be in Wastewater Operations) is required
• Demonstrated knowledge of general operation, maintenance, and repair of wastewater treatment systems
• Knowledge of basic principles and practices of hydraulics, chemistry, biology, safety, and laboratory procedures
• Knowledge of industry standards, policies, and practices of public administration
• Ability to determine appropriate course of action and gaining acceptance of recommendations 
• Ability to skillfully manage projects to completion and personnel for efficient and effective performance
• Ability to communicate effectively both verbally and in writing
• Ability to establish and maintain effective working relationships with employees and the public
• Skill in organizing and ability to self-start in discharging responsibilities
